We all know that pursuing a career while married to someone can be tough -- really tough. This is why so many couples have become entrepreneurs at home or have turned to direct selling.

While running your own home business can solve your job portability woes, it opens up a new world of other challenges, especially if you live in basic apartments.
Basic Allowance For Housing For Service Members
Any business operated by accommodation on the base must register with the housing office and they may not approve your application to operate on the base.
The rules for doing business from home are even more complicated abroad, where what you can and cannot do is based on the Status of Forces Agreement (SOFA) with the host country.
For both domestic and foreign spouses, it is best to check with a local community relations or residence office for their specific rules.
Each facility has its own set of rules about what businesses can and cannot operate on the base. Some of these rules are based on the policy of the service, while others are set at the base level.

For example, Fort Campbell, Kentucky allows all types of businesses on the base except for animal husbandry, as long as they get approval from base officials. Schofield Barracks, Hawaii, meanwhile, automatically bans a variety of businesses, including hair salons and personal training, according to officials there.
The Army announced efforts to standardize its basic business rules in early 2019, but has yet to release or implement an official policy.
Most bases require residents to register their business with the housing office and obtain an operating permit from the base. The housing authority can clear the deal with the base's Moral Welfare and Recreation (MWR) Office before giving its OK.
Unless your company breaks the rules the base already has, such as For example, the Schofield Barracks rule against selling homemade food will likely get your business approved.

But there's one big caveat: Before MWR gives its blessing to a home business, officials at the local stock exchange must sign it off. That's because the exchange gets "first refusal" for 17 categories of companies.
For example, if you want to run a photography business from your home, you might be denied. This is one of those companies where the stock market has prerogatives.
Here's the full list of business categories the exchange may need while you're closing: retail stores; mail order, catalog and e-commerce services; garages and petrol stations; branded fast food restaurants; Pre-packaged beverage shops; hairdressers and beauty salons; flower shops; laundries, dry cleaning and ironing; tailor shops; water repair plants; radio, television, computer or electronics repair shops; shoe stores; photo studios; vending machines; taxi or bus services; personal services; kiosks; payphone stations, telephone call centers; and personal telecommunications services.
You probably won't remove a vending machine from your home. But many of these other categories could cover your future business.

The only home business registration rules that seem to be strictly enforced at most bases are for home childcare.
If you regularly care for children who are not your own from your home for more than 10 hours, in many cases you will need to become a Certified Family Childcare Provider (FCC). You must work with your primary child care office to be certified and you must accept the payment rates they allow.
In general, advertising your home based business is strictly prohibited. Most housing companies do not allow advertising signs and you are only allowed to go door to door. They also cannot put up flyers in public places.
According to Schofield Barracks officials, the biggest benefit of registering and following the Ground Rules is "peace of mind."

But it might also help you clarify some state-specific rules that the grassroots might be able to help make sure you're following before they give your business the go-ahead. Ignoring government regulations and corporate taxes could potentially result in hefty fines, and nobody wants that.
Of the self-employed spouses we spoke to while writing this article, most ran an unregistered home business based in the United States without realizing they had to register. Neither of them experienced any consequences for it.
Unless you run childcare or some other highly visible business like personal training outside of your home or backyard on the base, officers are unlikely to notice and you are unlikely to be penalized or fined.
In some cases, spouses we spoke to have been told by housing officials that the business they run from home, such as freelance graphic design, does not need to be registered, despite written regulations to the contrary.

But if you don't register, when should you? If the housing office or MWR has a problem with what you're doing, they might send you a stop warning or some other type of notice letting you know you need to register. If you continue to disobey the rules, you could be evicted from the base accommodation or denied access to the base.
